Mass Notification Defined

Mass Notification Systems (a.k.a. Emergency Communication Systems) provide real-time
information to all building occupants or personnel in the immediate vicinity of a building during emergency situations.

All Department of Defense (DOD) components are required to provide mass notification capability.  This UFC (Unified Facilities Criteria) was developed by collecting and refining criteria from DOD antiterrorism guidance, examining previous mass notification system evaluation reports, and reviewing the capabilities of representative, commercially available mass notification products.

Unified Facilities Criteria (UFC) - UFC mandates the installation of mass notification systems in all Department of Defense (DoD) buildings. Unified Facilities Criteria (UFC) documents provide planning, design, construction, sustainment, restoration, and modernization criteria, and apply to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with USD(AT&L) Memorandum.

NFPA 72 - Emergency Communication System guidelines are included in the 2007 edition of NFPA 72 under section 6.8.4.7, and will become an essential part of the 2010 edition of NFPA 72 (Appendix G). NFPA 72 covers the application, installation, location, performance, inspection, testing, and maintenance of fire alarm systems, fire warning equipment and emergency warning equipment, and their components.

Mass Notification Grant Programs

Homeland Security Grant Program - The Homeland Security Grant Program (HSGP) is a primary funding mechanism for building and sustaining national preparedness capabilities.

These grants fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises, and management and administration costs.
